Corruption Blamed as Cholera Rips Through Iraq

A deadly outbreak of cholera in Iraq is being blamed on a scandal involving corrupt officials who failed to sterilise the local drinking water because they were bribed to buy chlorine from Iran that was long past its expiration date.
The centre of the epidemic is in Babil province, south of Baghdad, in the marshy lands east of the Euphrates river, not far from the ruins of ancient Babylon. In Baghdad, where half the six million population has no access to clean drinking water, people are now drinking only bottled or boiled water.
The Iraqi Prime Minister, Nouri al-Maliki, has appointed a commission of inquiry to find out why ineffective chlorine was being used. He is also refusing to release three officials under arrest despite demands from the Islamic Supreme Council of Iraq (ISCI) to which they are linked. In the town of al-Madhatiya, in southern Babil, a councillor involved in buying the chlorine was reportedly released after militiamen connected to ISCI intimidated police into freeing him.
The scandal over the contract is becoming a test case of the Maliki government’s willingness to tackle the pervasive corruption in Iraq where officials see their jobs primarily as a way of enriching themselves through bribes. It is also a test of his ability to exercise central control over ISCI and parties which have been hitherto dominant outside Baghdad.
Cholera is endemic in Iraq but last year there was an epidemic in northern Iraq which was far more serious than anything seen for years. Some 4,700 people, mostly in Sulaimaniyah province, were struck.
This year, the government hoped to stop another outbreak of the disease by repairing shattered water and sanitation stations and putting chlorine in the water supply. An Iraqi government official, who did not want his name published, said the Health Ministry bought $11m (£6.4m) worth of chlorine from Iran for use in the provinces of Babil, Diwaniyah and Kerbala, all on the Euphrates river south of Baghdad.
In the latter two provinces, officials noticed that the chlorine was old and the time during which it could be employed effectively had expired, and refused to use it. But in Babil the chlorine was put in the fresh water supply stations at al-Madhatiyah, al-Hashimiyah and al-Qasim, south-east of the provincial capital, al-Hillah. Soon 222 people were confirmed as having cholera in Babil, in a total of 420 cases of whom seven have died.
The scandal is a reflection of the the way Iraqi politics works. The ruling parties monopolise jobs and contracts. It is impossible to find work at any level in most ministries without a letter of commendation from one of the parties in the government. The enormous Iraqi government apparatus, employing some two million people, is a patronage machine. There are now more state officials than under Saddam, but it is unable to supply electricity, food rations and clean water, despite Iraq’s $80bn in accumulated oil revenues.
The power base of ISCI, the most powerful Shia religious party, is the Shia provinces of southern Iraq between Baghdad and Basra. Political parties are expected to protect their members from arrest. This explains what happened next. The officials arrested in Babil belonged to the Badr Organisation, the militia wing of ISCI. Leaders of the party demanded their release but Mr Maliki refused. Badr militants then turned up at a police station in al-Madhatiya and forced the police to release a councillor apparently involved in purchasing the chlorine.
But the grand Shia coalition which won more than half the seats in the Iraqi parliament in the last election in December 2005 has broken up. Mr Maliki is trying to build up his own Dawa party, using the resources of the state.
He has deepening differences with ISCI which won most of the southern Iraqi provinces. They accuse him of trying to create a power base in what was previously their territory by paying the tribes who belong to government-sponsored “support councils” in southern Iraq. His aim is to get his own candidates elected in the provincial and parliamentary elections next year. “These will be crucial in deciding who will hold power in Iraq in future,” said one senior Iraqi official.
Control of oil revenues gives Mr Maliki a crucial card. Iraq has 50 to 60 per cent unemployment and most jobs are with the state. Salaries of state employees have risen sharply. But the government remains largely dysfunctional aside from its growing military strength. Iraqi journalists are encouraged and paid to write “good news” stories. In Baghdad, people notice there is little mention of the cholera in the media. This provokes fear that the epidemic may be worse than the government admits.

* In April 2007 there were 261,000 internet subscribers. Before the war this number was estimated as 4,500.
* Of the 34,000 doctors registered in pre-war Iraq, 20,000 fled, 2,000 have been killed and 250 kidnapped.
* Registered cars more than doubled, to 3.1 million by October 2005.

Israeli cops violate Al-Aqsa sanctity

RAMALLAH: The leader of the Islamic Movement in northern Israel, Sheikh Ra’ed Salah, said Israeli policemen were brazenly violating the sanctity of the Al-Aqsa Mosque.
Israeli policemen “drank alcohol and committed adultery inside the mosque,” he said.
Salah said Israeli authorities had plans to establish the largest synagogue in the world extending up to the yard of the Al Aqsa Mosque and also turn Al-Buraq Wall (Western Wall), Al-Marwani Mosque underneath Al-Aqsa and Islamic cemeteries into synagogues.
Israeli authorities, Salah said, were bent on stalling any project concerning the renovation of the Al Aqsa Mosque and called for establishing an international Islamic fund “to preserve the occupied Jerusalem, its mosques, houses, lands and sanctities.”
Salah, who was indicted several times by Israeli courts and subsequently imprisoned, pointed out that a large crater was formed near the Qaitbay fountain, only 50 meters away from the Dome of the Rock.
He said that as a result of the ongoing Israeli excavations, cracks have appeared in the buildings and schools along the western wall of the Al Aqsa Mosque as well as the houses located in the south of the mosque.
“The only way to eliminate all threats to Jerusalem and the Islamic holy places is to end the Israeli occupation,” Salah said.
Meanwhile, Al Aqsa Foundation for Endowment and Heritage said that hundreds of extremist Jews entered the Al Aqsa Mosque yesterday with the help of Israeli police to mark Yom Kippur.
The foundation said that the intruders carried out some Jewish rituals inside the mosque under the protection of the Israeli occupation army who ordered Muslim mosque guards not to stop or come closer to the Jewish groups.
The foundation urged “Palestinian citizens in the occupied territories” to frequent the Aqsa Mosque in a bid to “thwart Israeli plans to Judaize it.”
Meanwhile, a group of Jewish youths assaulted an Arab who drove in the eastern part of Acre city inside Israel late on Wednesday.
The sources said that the incident touched off large-scale rioting between Jews and Arabs, resulting in extensive damage to dozens of cars and shops.
The unrest erupted hours after Jews began observing the Yom Kippur. The Arab was going home in a neighborhood in the eastern part of the city when Jewish youths attacked him claiming he was deliberately making excessive noise.
News of the incident spread to the surrounding Arab neighborhoods of the town, including the old city, prompting hundreds to take to the streets.
Israeli police used force to disperse the crowds and restore order in the city.

The BBC News Network has just learned that the UK Government is working out a “radical new plan” to confront the media of the Mujahideen in Afghanistan. Since Jihadi videos are rampant in Afghanistan and one of its methods of spreading is through the cellphone, the UK Government plans on making videos that contradict the message of Islam.
This gives us a unique look as to how word spreads in Afghanistan regarding the Jihad. The videos that we watch from Afghanistan, such as the productions of As-Sahab Media, ‘Abdullah, As-Somood, Ummat Studios, Al-Hijrat, Labayk Media and so on, are also watched by the ordinary and simple Afghans. Undoubtedly, this plays a major role in inciting the Muslims to do their religious duties against the occupiers and their apostate lackeys.
However, the UK Government doesn’t want the Afghan people to turn to their religious obligations and instead, wants them to remain misguided and a follower of the Neo-Crusade Millah. Thus, the issue is not the UK Govt. versus some Jihadi videos. Rather, what is clear is that the issue is the UK Government against the divinely ordained obligation of Jihad in the cause of Allah.
The war on Islam continues under the artificial banners.
Realizing this is part of seeing the bigger picture; immersing oneself into the realities will take one out of the bubble that the Governments and hypocrites laid for them.

GUWAHATI, India: Police used helicopters to spot armed mobs attacking Muslims in India’s troubled northeast on Tuesday, where clashes between indigenous tribesmen and settlers have left 47 people dead and tens of thousands homeless.
Police said four people died from their wounds overnight. More than 85,000 people have lost their homes and are being sheltered in government camps after the clashes broke out last week between mainly Hindu tribesmen and Muslim Bangladeshi settlers in the oil and tea-rich state of Assam.
“At least 47 people had lost their lives so far,” said RN Mathur, Assam’s police chief. Muslims have responded with some violence as well, he said.
The clashes have reignited a long-simmering conflict as local Assam tribes, mainly Hindu but with some Christians, fear being overrun by Muslim immigrants. More than 40 per cent of Assam is now Muslim, mainly immigrant settlers.
The violence is some of the worst since 1983, when more than 2,000 people, mainly Bangladeshi immigrants, were killed in clashes with tribal peoples in central Assam.
The current conflict was sparked by an increasingly strong student movement that has been campaigning against immigrants, analysts say.
Police said fresh clashes were being reported from southern Assam where at least 25 rubber plantation workers were attacked by Muslim settlers in Goalpara district. Mathur said an additional 500 federal police had been deployed in the state where hundreds of security forces were already trying to control the situation.
He said helicopters were being used to spot movement of mobs in remote areas.
“It is not possible to have static security posts in each and every village, so we have intensified patrolling in remote areas,” said Himanta Biswa Sarma, a minister supervising security and relief measures.
These clashes are the latest bout of violence to hit India. In the eastern Orissa state, clashes between Hindus and Christians over conversions have killed at least 36 people.

America too arrogant to admit impossibility of winning in Afghanistan

They know that it’s impossible, but they cover it up by saying, “we need to hold talks.” The Taliban already rejected talks and America knows that. The only reason why America is staying in Afghanistan is because they know for sure that when they leave, two things will happen:
- The Islamic Emirate of Afghanistan (i.e., Taliban, al-Qaa’idah etc.) under the leader of Mullah ‘Umar will bulldoze the whole of Afghanistan under their authority very quickly. The American Government, of course, is against the establishment of Shari’ah so this is what makes them bite their tongues; if the Taliban fought for a nationalistic cause - in which case the Shari’ah is not established - the situation would be absolutely different.
- With the establishment of Shari’ah, its influence will spread like wildfire due to the beauty in its justice system, the serenity and religiosity in its environment, the efforts of da’wah by the du’aat, and the Jihad of the Mujahideen. This will naturally give a “safe haven” - as they call it - to the Mujahideen to launch attacks as well as wars around the world. By America leaving, it will destabilize the Apostate Regimes very quickly.
Strangely however, America still thinks - at least from what the media reports - that they can hold “talks” with the Taliban. They say talks must be ensured with the “moderate” Taliban leaders which technically means the ex-Taliban leaders such as Mullah Zaeef. This is perhaps an attempt to divide the ranks, not within the Jihad movement, but within the Afghan populace in order to create more future problems.
Getting back on to America’s imminent defeat in Afghanistan, with Allah’s help, the news media shows us statements here and there reflecting the mentality of the United States’ loss in Afghanistan. U.S. Gen. John Craddock, NATO’s supreme operational commander said:
“I have said over and over again this is not going to be won by military means.”
At the same token, Defense Secretary Robert Gates said,
“That is one of the key long-term solutions in Afghanistan, just as it has been in Iraq. Part of the solution is reconciliation with people who are willing to work with the Afghan government going forward.”
What the future holds, in our opinion - and Allah knows best, is that we see the United States remaining defiant in their Crusader war against the vanguard of Islam and this type of disease will lead them to be ultimately bone-crushed in Afghanistan, which will then eventually force Israel to take the lead of being the world superpower and become the flag bearers on the “war on terror” effort.
Those with eyes can and will see America’s arrogance until it trips over itself and does to itself what the Soviet Empire did to itself.
Taliban spokesman Zabiullah Mujahid denies Taliban-Afghan Govt. talks in Saudi Arabia
